M.B Shehu, an indegene of Shuni town in Dange/Shuni Local Government Area of Sokoto State, has composed an open letter to the state's executive governor expressing concern over the imperative to promote peace and fairness within the state. Shehu's letter highlights several challenges currently facing the state and offers recommendations for addressing them.

"I am a concerned indigene of Shuni town in Dange/Shuni Local Government Area of Sokoto State, writing this letter to extend my heartfelt congratulations on your recent election victory as the Executive Governor of Sokoto State.

Your victory is a reflection of the trust and confidence that the people of Sokoto State have placed in you. As you embark on this new chapter of your political journey, I would like to express my admiration for your capabilities and your commitment to serving the people of Sokoto State. Throughout your campaign, you demonstrated a deep understanding of the needs and aspirations of the good people of Sokoto State. Your vision for a prosperous and peaceful Sokoto resonated with the electorate, inspiring hope and optimism for a brighter future.

Your Excellency, Sokoto State holds a rich history that is steeped in religion, tradition, culture, and resilience. The state’s historical significance as the seat of the Caliphate established by Shehu Usman Dan Fodio has shaped its identity and fostered a sense of pride among its people.

The peaceful coexistence and respect for leaders that are ingrained in the fabric of Sokoto’s society are commendable.

Sokoto State stands as a shining example of peace and harmony in Nigeria. As you are aware, Sokoto State is among the States in North-Western Nigeria where struggle for control of natural resources, like mines, water resources and pasture pitting between herders and farmers which metamorphosed into communal clashes, conflict, banditry and criminality causing forced internal displacement of 56,600 individuals into different parts of the country and 80,900 registered as refugees in Niger Republic" he stated.

Shehu further highlighted some of the challenges facing the state. "Similarly, understanding the causes and factors contributing to insecurity is essential in formulating effective strategies to ensure the safety and well-being of the people of Sokoto State. Below are some of the challenges that contribute to the insecurity in the state;

I. Poverty and unemployment: Sokoto State has a high poverty rate, with a significant portion of the population living below the poverty line. The State also experiences a high level of unemployment, particularly among young people.

II. Education: Sokoto State has low literacy rates and faces challenges in providing quality education. Limited access to educational resources, insufficient infrastructure, and inadequate teachers training among others.

III. Healthcare: Sokoto State faces healthcare challenges, including inadequate healthcare infrastructure, a shortage of healthcare professionals, and limited access to healthcare services in rural areas.

IV. Security: Like several states in northern Nigeria, Sokoto State has experienced and still experiencing security challenges, like insurgency, banditry kidnapping, hostage taking and conflicts with armed groups. These security issues pose a threat to the well-being of the population, hinder economic development, and affect social stability.

V. Infrastructure: The state’s infrastructure, including roads, electricity, water supply, and telecommunications, requires improvement. Insufficient infrastructure hampers economic growth, impedes access to basic services, and affects the overall development of the state.

VI. Agriculture and rural development: Agriculture plays a vital role in Sokoto State’s economy. However, the sector faces challenges such as inadequate irrigation systems, limited access to credit and modern farming techniques, and climate change impacts.

VII. Women’s empowerment: Like many parts of Nigeria, Sokoto State faces challenges in promoting gender equality and empowering women. Cultural norms, limited access to education and healthcare, and restricted economic opportunities hinder women’s progress and development".

He further recommended,

"However, addressing these security challenges requires a comprehensive and multi-dimensional approach, including addressing the underlying socio-economic factors that contribute to insecurity, effective policies, investments in infrastructure, human capital development, community engagement/collaboration and dialogue with relevant stakeholders. The underlisted are recommendations that will aid in bringing peace, unity and security in Sokoto State;

Community Engagement and Empowerment;

1. Implement community policing initiatives to involve indigenes in security efforts and establish trust between communities and law enforcement agencies.

2. Organize regular town hall meetings and community forums to address security concerns, build relationships, and promote dialogue.

3. Establish youth engagement programs that provide skill development, mentorship, and entrepreneurship opportunities to reduce unemployment and curb youth involvement in criminal activities.

4. Create platforms for youth engagement in decision-making processes, policy formulation, and community development initiatives.

5. Local government councils play a vital role in reducing insecurity, unfortunately the councils have been dormant for quite some time in the state, their statutory responsibilities have been for long relegated to background. There is need for your government to restore and bring back the functionality of local government councils, so that they can effectively discharge their functions as Local government autonomy is panacea for security, peace and growth.

Socio-economic Development and Poverty Alleviation:

1. Prioritize socio-economic development initiatives that address poverty, unemployment, and inequality, which are underlying causes of insecurity.

2. Encourage investment in key sectors, such as agriculture, education, healthcare, and infrastructure, to create employment opportunities and improve the standard of living for the people of Sokoto.

3. Establish microfinance schemes and support small and medium-sized enterprises (SMEs) to stimulate economic growth and empower local communities through Sokoto State Small and Medium Enterprises Development Agency (SOSMEDA).

Education and Awareness Programs:

1. Implement educational programs that promote peace, tolerance, and respect for diversity in public/private schools and state-owned tertiary institutions.

2. Conduct awareness campaigns on the dangers of extremist ideologies, radicalization, and recruitment into criminal organizations by subversive elements within schools, markets, places of worship and in our communities.

3. Provide civic education to empower indigenes with knowledge about their rights, responsibilities, and the importance of community co-operation in ensuring security.

Strengthening Traditional and Religious Institutions:

1. Engage traditional and religious leaders as key partners in promoting peace, harmony, and unity within their communities in respective of political party affiliation.

2. Support initiatives that encourage interfaith dialogue, tolerance, and understanding among different religious groups.

3. Leverage the influence and respected positions of traditional and religious leaders to discourage support for criminal activities and foster a culture of peace.

Rehabilitation and Reintegration of Offenders:

1. Develop comprehensive programs for the rehabilitation and reintegration of offenders to prevent recidivism and promote a peaceful transition back into society.

2. Collaborate with civil society organizations and faith-based groups to provide vocational training, counselling, and support services to reintegrate ex-convicts into their communities.

Strengthening Security at Educational Institutions:

1. Collaborate with educational institutions to develop comprehensive security plans and protocols to ensure the safety of students, teachers, and staff.

2. State government to liase with the relevant security agencies to conduct security assessments of educational facilities within the state and provide recommendations for infrastructure improvements, security personnel deployment, and emergency response systems.

3. Implement training programs for school administrators, teachers, and students on security awareness, emergency procedures, and conflict resolution in all public and private schools within the state.

Promoting Cultural and Sports Activities:

1. Encourage cultural and sports activities that promote unity, understanding, and co-operation amongst the various local government in the state in conjunction with the local organizations like Sokoto Heritage Reloaded Initiative.

2. Organize cultural festivals, sports competitions, and community events that bring people together and celebrate the diversity of Sokoto State in respective of political party affiliation.

3. Provide support and resources to local organizations, artists, musicians, and cultural groups to promote cultural preservation and artistic expression.

 Promoting Media Responsibility and Ethical Journalism:

1. Engage media organizations and journalists in promoting responsible reporting, unbiased coverage, and constructive dialogue on security issues within the state.

2. Provide training programs for journalists on ethical reporting, conflict-sensitive journalism, and the responsible use of social media platforms, through the National union of Journalists, Sokoto State chapter.

3. Establish mechanisms for dialogue between media professionals, security agencies, and community representatives to address any misunderstandings and promote accurate information dissemination.

Strengthening Disaster Preparedness and Response plans through the State Emergency Management Agency:

1. Develop comprehensive disaster preparedness plans that involve relevant stakeholders and ensure effective coordination during emergencies.

2. Conduct regular drills and exercises to test the readiness and effectiveness of disaster response teams and systems.

3. Provide training programs and resources to equip communities with the necessary skills and knowledge to respond to natural disasters and other emergencies.

 Strengthening Community-Based Security Structures:

1. Support the establishment and empowerment of community-based security structures, such as neighborhood watch groups and vigilante organizations, through training, capacity-building, and oversight.

2. Develop mechanisms for collaboration between community-based security structures and law enforcement agencies to ensure coordination, accountability, and adherence to the rule of law.

3. Foster trust and co-operation between communities and security agencies through regular engagements, joint patrols, and information sharing.

International Partnerships and Collaboration:

1. Seek partnerships with international organizations, foreign governments, and development agencies to access technical expertise, resources, and funding for security and development programs in Sokoto State.

2. Collaborate with neighboring states and countries to address cross-border security challenges, such as arms trafficking, smuggling, and transnational organized crime.

3. Encourage participating in regional and international security forums, workshops, and training programs to exchange best practices, learn from successful models, and strengthen regional security co-operation by staff of Ministry of Home Affairs, security division of the cabinet office and representative of the relevant law enforcement agencies in the state".

Conclusively, he stated "I have full confidence that with your leadership, Sokoto state will overcome these security concerns and emerge stronger than ever before. Your unwavering commitment to the welfare of the people, combined with your visionary approach to governance, will undoubtedly lead to the development of comprehensive security measures that will protect and empower the residents of Sokoto state. I am confident that under your able leadership, Sokoto state will experience remarkable progress and prosperity, may the Almighty Allah give you the strength and wisdom in guiding the state towards a brighter future.
